Odd Precinct Card
I opened up my mailbox on a fine, crisp October afternoon to check my mail and got a surprise. It was a voter precinct card for someone who did not live at my address. I said to myself, what???
I’ve hidden the name for privacy’s sake, but what I plucked out of the mailbox that day was a precinct card for the son of the prior owner of our home. I’ll call him Bill. We had purchased the property 1 ½ years ago. I had met Bill a couple of times because we lived in the rental next door for 4 years and had talked to him occasionally when he returned from Europe to visit his mom.
He is a nice guy, and he told me he’d been living out of the country for over 24 years. That’s odd, I thought.
Why would he still be registered to vote at MY address? And more importantly, what could I do about it?
Evidence of GA Voter Roll Fraud
While I have no idea why I received Bill’s precinct card at my home, the evidence that GA has uncertifiable voter rolls is mounting. Very smart data analysts have been performing research across all 159 GA counties. Bad actors are stealing identities from felons, deceased persons, and registrants who have moved through the Dept of Driver Services. Georgia uses the services of a non-profit organization called ERIC to keep the voter rolls in compliance with the National Voter Registration Act (NVRA). Research shows that ERIC is packing our voter rolls instead of cleaning them up. Brad Raffensberger implemented the GARViS system in March 2023 supposedly to make improvements to the voter registration process. According to experts, the fraud is coming from the Department of Driver Services into the GA rolls via GARViS. The election officials at the county level are not the drivers of this fraud. Bottom line: our counties need to own their data and it needs to be decentralized. What is the goal of all of this fraudulent activity? Massive packing of the voter rolls in preparation for 2024. What can citizens do with an incorrect precinct card?
Chatham County Citizens have an outlet through which to lawfully petition the Board of Registrars to support accurate voter rolls. According to GA election code 21-2-229, voters can submit eligibility inquiries to the county in which they are registered. In Chatham County, they happened to be called challenges, which are submitted to the BOR.
The BOR determines the validity of the challenge and if upheld, the person’s voter name is removed from the list of electors. I, as an elector in Chatham County, submitted a voter challenge on October 17, 2023. A brief overview of what the BOE and BOR are tasked with is at the end.
3 Steps to Submit a Voter inquiry or challenge
- Gather supporting documentation (copy of the precinct card, proof of home ownership, etc.)
- Write a cover letter addressed to Ms. Sabrina German, BOR Director, and sign
- Mail or drop off the cover letter and supporting documents with the BOR (117 Eisenhower Drive Savannah, GA 31406)
The process of the challenge and my outcome
The Director of the BOR, Ms. German, and her staff reviewed my challenge and presented it to the Board’s working group. I was notified by phone and by email letting me know the case was going to be on the agenda for the November monthly meeting.
At the November 22, 2023, BOR meeting, my challenge was on the agenda under the IX Challenge Hearing section. Colin McRae, BOR Chairman led the discussion along with Ms. German. I was sworn in, and I answered his questions under oath.
My knowledge of the situation along with the documentation I submitted helped my case. Mr. McRae asked me several times if Bill lived at my house and if he would ever be allowed to vote from my house. I told him No, absolutely not. Bill was never going to be allowed to live at my home. It appeared at first that Mr. McRae was reluctant to uphold my challenge, and Ms. German wanted to refer my case back to the working group. In the end, Mr. McRae did agree with the evidence I brought forth, and the whole board voted unanimously to uphold my case, meaning, they agreed to remove Bill from the Chatham County voter rolls.
What You Can Do Locally
Citizens have an outlet to lawfully petition the BOR to support election integrity.
If GA won’t keep voter rolls updated, citizens must step up to submit voter challenges. There are 173 households right in precinct 1-6 that need verification of accuracy.

Overview of the Chatham County Board of Registrars (BOR)-Board of Elections (BOE)
Chatham County is one of the few GA counties that have separate entities overseeing elections.
In basic terms, the BOE and BOR are to uphold the Georgia election laws. The BOE supports the polling locations and voting equipment, and the BOR is responsible for the registration of voters, maintaining the voter rolls, issuing absentee ballots, and disseminating information to the public.
The BOE and BOR have separate governing boards and each holds separate monthly meetings which are open to the public. Meeting agendas and information can be found on their websites.
